Valge Daam Rally 2000 will be run in compliance with the international Sporting Code (and its appendices), the General Prescriptions applicable to FIA Championsip rallies, the Sporting Regulations of EAL. This Regulations is publish 2000, 12 May.

II GENERAL CONDITIONS
Eligibility

2.1 Valge Daam Rally 2000 is round 4 of 2000 Estonian Rally Championship and as Round of 3 Latvian Championship and Round 1 of 2000 Baltic Rally Cup

III D E S C R I P T I O N

3.1 Description

The length of the Valge Daam Rally is 273 km with 11 Special Stages with a distance of 120 km of which 4,0 km is on tarmac and is divided into 2 leg. Repeated Special Stages 3.
The total distance of reconnaissance: 85 km

All the crews will receive a Road Book containing a detailed description of the itinerary which has to be followed, this itinerary is compulsory under pain of exclusion. At the start of the rally, each crew shall be given a time card on which the times allowed to cover the distance between two time controls shall appear.


3.2 Prereconnaissance prohibition

If a crew, driver or competitor would be spotted on road sections to be used as Special Stages of the rally before 28 June 2000 at 12.00, the start of the concerned will be refused and the parent ASN would be notified for further suspension to be decided.

Its not allowed to be in Ridala, Taebla, Oru, Noarootsi and Nõva parish on road sections to be used as Special Stages of rally.

Upon the Organisers will control speeds used, as well as the manner of driving. Also the police controls reconnaissance along the route and will give penalties of traffic infringement according to Estonian Traffic Law.

IV E L I G I B L E C A R S

Eligible vehicles are those which are homologated at date of scrutineering according to prescriptions of Appendix J to the International Sporting Code requirements for rally groups N and A and national requirements in group E.

· Touring cars Group A and WRC
· Production Cars Group N
· Group National Group E

4.1 Permitted modifications
4.1.1 The addition of underbody protection is permitted.
4.1.2 The addition of mudflaps is permitted.
4.1.3 Slick- and studded tyres are prohibited.
4.1.4 The installed extinguishing systems will have to comply with the regulations of appendix J of the FIA art. 253.7 as follows:
a) in group A installed systems are compulsory
b) in group N installed systems are recommended
c) in group E according to ASN`s regulations recommended
The manual extinguishers are compulsory in all groups. First aid kit, 1 reflecting triangle are obligatory in every car. (recommended a flashlight with yellow beam).
4.1.5 Radar Detectors are prohibited
4.1.6 Turbo may be changed only once per leg.
Outside service areas it must be done by competitors themselves with tools on hand in car. Spare turbo may be in the service car. Gear-box and transmission may be changed only once during the whole Rally.
4.1.7 Maximum permitted exhaust noise level is 100 dbA.


4.2 Classes of eligible cars
Production cars (Group N) are divided into the following classes:

1st class up to 1600 cc
2nd class 1600 to 2000 cc
3rd class over 2000 cc
Touring Cars (Group A including WRC) are divided into the following classes:

4th class up to 1600 cc
5th class 1600 to 2000 cc
6th class over 2000 cc
National cars (Group E) are divided into the following classes:

7th class up to 1600 cc
8th class 1600 to 2000 cc
9th class over 2000 cc
10th class trucks GAZ 51 & 52
FIA group F2:

In general Classification A and N groups eligible cars two-wheel drive, engine until 2 litre (2WD, 2000 cc).

If 3 or less cars registered per class, stewards may include them with a higher class in the Group.

5.1 Any physical and juridical person owning valid competitor`s (entrant`s) licence is permitted to take part competition.

5.1.1 An completed and signatured Entry Form attached to the Regulations must filled send to the rally Secretariat before June 22, 2000. At 16.00.

If this application is sent by fax or e-mail, the original Entry Form and payment certificate must reach the organiser no later than 12.00 28 June 2000.
The particulars of co-driver can report or specify before Scrutineering at 09.00, 30 June 2000.

5.1.2 The administrative check and signing-on will take place during the scrutineering. The following documents should be presented personally by both crew members:

5.2 The numbers of entrants is fixed at max 80 vehicles

5.3 Any crew taking part in the rally, must arrive at the scrutineering with its full crew and car on Friday, June 30 2000 in accordance to the following timetable:

Scrutineering an marking/sealing will take place on the territory of ARK Haapsalu (Nurme 31, Taebla). Scrutineering will be over at 14.03.

Marking and checking of turbos Thu 29.06. at 19.00 - 23.00 on the territory of ARK Haapsalu (Nurme 31, Taebla). Timetable:

6.1 Entry fees:

6.1.1 These Entry Fees are for the competitors
accepting by the organisers` advertising on their eligible cars.

6.1.2 In case of refusing Organisers advertising, the Entry Fees will be doubled. It`s not allowed to refuse the advertising of competition logo and competition number.
Refusing advertising of cars- , tires-, fuels-, and oils is not penalized.

6.1.3 In cases of other payments (special counting, national teams, teams etc. ) bulletins will be posted before 30 June 2000 at 14.30 in the Secretariat in the Rally Headquarters and on the Official Notice Board and will also be communicated to the participants.

6.1.4 Entry fees are to be paid to the Organisers accounts,

6.2 The Entry application will only be accepted if:

· the total amount of the entry fee.
· if the local ASN guarantee letter is enclosed with the entry form.

6.3 Entry Fees will be refunded

6.3.1 to canditates whose entry has not been accepted

6.3.2 in case of the Rally not taking place

6.3.3 Organisers may refund part of the entry fee to those competitors who, for reasons "force majeure" (duly certified by their ASN), were unable to start in the Rally. With the request of entry fee refund the competitor must send the organiser a certificate of "force majeure" given by his own ASN.

6.4 Insurance

6.4.1 All cars participating in the rally must have a valid obligatory traffic insurance. Foreign competitors shall confirm their compliance in the form of an International Motor Insurance Card (Green Card), obtainable in their home country. Traffic insurance guarantees competitor`s cover for civil responsibility towards third parties. Cars registred abroad follow the Estonian Insurance Code.

VII A D V E R T I S I N G

7.1 Competitors are allowed to affix all kinds of advertising to their cars, provided that:

it is authorized by the national laws and the FIA regulations
the advertisement is not offensive
they are not in the space meant for competition numbers
that it does not interfere with the crew`s vision through the windows. Except an Identity Card, that may be attached to the back window for the duration the Rally
the advertising spaces situated immediately above or immediately below the competition numbers, as well as the Rally plates, are reserved for the Organiser`s advertising
The advertising regulations infringement before the start and during the competition will result in a penalty of 1000.- EEK. Repetive infringements may result in exclusion. The competitors may not refuse advertising (APPENDIX 1 pos 1and 2). The competitors may refuse additional advertising and their entry fees will be doubled.

7.2 Advertising stickers will be handed to entrants together with route documents. Advertisements must be affixed into competition vehicles for scrutineering according to the scheme in the Road Book (APPENDIX 1) or reserve the spaces to affixe them during the scrutineering.

7.3 Competitors accepting the Organisers` optional advertising must reserve the spaces for it according to the APPENDIX 1.
Details concerning competition number plates also can be found in APPENDIX 1.




APPENDIX 1

The advertising proposed by the Organisers is as follows:

VIII G E N E R A L O B L I G A T I O N S

8.1 The control of drivers` helmets and equipment according
to FIA and Estonian ASN regulations will take place at the scrutineering.

8.2 A specific sheet, considered as an "identity card", bearing
recent identity photos (3x4 cm), the signature of the two crew members, and all the particulars of the car, must be displayed inside the car for the duration of the rally: failure to do so shall result in a penalty which may go as far as exclusion.

8.3 All infringements on the track will be registred on the time card.

8.4 Plates, numbers

8.4.1 The Organiser will provide each crew with one set of
rally plates which must be affixed to the front of the car for the duration of the rally. The plate must under no circumstances cover, even partially, the car`s licence plate (APPENDIX 1). Such an infringement will result in a cash penalty of 5000.- EEK.

8.4.2 The competition numbers supplied by the organiser must be affixed on both front doors during the whole Rally (APPENDIX 1). In case of absence any rally numbers the cash penalty is 300.- EEK.

8.5 Reconnaissance

8.5.1 Starting from 28 June 2000 at 12.00 the
reconnaissance material will be available for competitors at the Rally Secretariat, address: Haapsalu Hotel, Posti str 43, Haapsalu.
First infringement of reconnaissance will be penalized by 1000.- EEK, repetitive infringement will result in exclusion.

8.5.2 When signing for the material the competitor must give the organiser an information sheet including details of the reconnaissance car, mobile phone number and/or place where the competitor is accommodated.

8.5.3 Recce restrictions will be issued in Road Book.

8.5.4 Under no circumstances may crew drive in the opposite direction to the Rally on Special Stages.

8.5.5 During the reconnaissance, there is a speed limit of 80km/h on the Special Stages unless a lower limit is indicated by Road Book. During the reconnassaince the competitors must drive in manner that does not endanger or inconvenience other traffic or people living near the stages. The Organizers will check speeds used, as well as the manner of driving. Also, the police checks reconnaissance along the route and will give penalties of traffic infringement according to Estonian Traffic Law.

8.5.6 All reconnaissance operations, for all crews, may only be carried out using series production cars complying with the specifications defined in traffic law:

a) The car must be painted not over two (2) colours, with no advertising, stickers
b) the engine, gearbox and suspension must be a series production engine (complying with the group N regulations)
c) Underbody protection is permitted
d) The fitting of a steel safety rollbar complying with Article 253.8.1-8.4 of Appendix J is permitted
e) Maximum permitted exhaust noise level is 80 dBA
f) Bucket seats and safety harness permitted
g) Two additional road-homologated headlamps are permitted
h) The rims are free within the limits of Appendix J, Group N, and shall be fitted with:
- Road-homologated series production tyres for asphalt.
- free tyres for gravel road
i) spiked tyres are not allowed
j) Radar detectors are not allowed, in case of infringement the competitors will be excluded
Crews will receive identification stickers for recce cars with other documents. Recce stickers must affixed on front left wing of the recce car.

8.6 Any infringement of the reconnaissance regulations will be reported to the Stewards who may apply penalties under Article 152 of the FIA code. Organisers may report to the to offender ASN.

8.7 Test Stage

A special practice run will be organized on Thursday,29 June 2000, 18.00 till 21.00 with full safety, marshalling and timekeeping. Only entered competition cars may be driven, all safety regulations must be followed (helmets, overalls etc.) The site of the Test Stage will be specified in the Road Book. The stage will be on gravel and 3-4 km long, pace notes should be complied beforehand.

Timetable of test stage is:

18.00-19.00 cars with turbocharged engines
19.00-21.00 remaining cars

IX R U N N I N G O F T H E E V E N T

9.1 The official Rally time is the Estonian Time, broadcasted by the Rally Radio KUKU (100,9 FM). The official clock of the event will be placed in Rally HQ AS.

9.2 Start
The target times of the competitors will appear on Official Notice Board on Friday, June 30 2000 at 17.00. The cars will start in front of the Haapsalu Hotel, first crew leaving on Friday, June 30, 2000 at 18.00.

9.3 The cars must be driven to the starting area before 17.45.
Service In start area is not allowed.

9.4 The target starting time of all crews will appear on the Time Card and on Official Notice Board. The cars will start at 2-minute .intervals

9.5 At the time controls at the end of each leg, the crews are authorised to check-in before given time without incurring any penalty.

9.6 Starting procedures

signal to start is the moment the second hand reaches 60 at the clock on the right hand side in front of the SS start line.
signal to start could be dubbed with raising flag ,start flag placed 40 cm to the front from the car.
9.7 Servicing areas and route sections where all assistance is forbidden, will be indicated in the Road Book. The first infringement will result in sanctions, which may go as far as exclusion. One service vehicle per crew allowed to enter service parks. Identification sticker for service vehicle must be affixed on the front of the car.

9.8 Starting order for Leg 2 in accordance to the results of Leg 1. At Service Halts starting intervals will be corrected considering (intervals of retired crews).

9.9 Accidents involving crew or spectatot injuries must be reported according to FIA regulations via security communications.
In any case tthe competitors must use the Road Book`s OK/SOS signs. An infringement may cause exclusion from the Rally.

9.10 The crew gets a Road Book and two mechanics Road Books with detailed discription of the course starting on Wednesday, June 28 2000 at 12.00. All competitors must follow the official course, non-compliance will be followed by exclusion.

A competitor who retires must immediately inform the Rally HQ of the reasons of the retirement (telephone +372 47 33347) and remove the competition numbers from the car.

XI P R O T E S T S, A P P E A L S

All protests shall be lodged in accordance with the stipulations of the International Sporting Code.

11.1 All protests shall be lodged in writing and handed to the Clerk of the Course together with the sum of 5000.- EEK, which shall not be returned if the protest is judged unfounded.

11.2 If the protest requires the dismantling and the re-assembly of different parts of a car, the claimant must pay an additional deposit:

1000.-EEK if protest involves a clearly defined part of the car (engine, transmission, steering, braking, electrical installation, bodywork etc.)
2000.-EEK if protest involves the whole vehicle
11.3 The expenses incurred by the work and by the transport of the vehicle shall be borne:

by the claimant if the protest was unfounded,
by the competitor against whom the protest is lodged if the claim is founded.
11.4 If the protest is founded, and if the expenses
incurred by the protest (scrutineering, transport etc.) are higher than the deposit amount, the difference shall be born by the claimant. Conversely, if the expenses are less, the difference shall be returned to the claiment.

XII C L A S S I F I C A T I O N

12.1 The classifications will be established according to article 21.2.1 of the General Prescriptions of FIA for classes and groups (4.2.-4.5.)


XIII P R I Z E S C U P S
13.1 Six (6) best crews in General Classification will be awarded with special prizes and cups. In every class 3 of best crews will awarded. In case less than 5 crews will start in a class, only winner will be awarded.
Special prices for female competitors.

13.2 Team competition
Three (3) best teams will be awarded. A team is made up of 3 cars. Every country`s autosports organisation, producer of cars or their representative may enter one or more teams to the competition. The winning team will be the one which has the smallest amount of penalties for the two highest placed cars. In case of a draw of the winning team will be the one which has the highest placed car in the General Classification. If one car is excluded or three cars withdraw or are excluded then the team will not be counted.
Competition is open for special prizes.

XIV PRIZE GIVING CEREMONY

14.1 The Prize Giving Ceremony will take place on Saturday,
July 01 2000 at 20.00 in the Bishop Castle of Haapsalu.

14.2 All competitors that are in receipt of a prize must appear at the Ceremony. By special request to the director of the Rally and its acceptance, the competitor may be given permission not to attend the ceremony. Should prize winners fail to turn up at the pize-giving ceremony, they shall forfeit their right to any awards.
The names of competitors in receipt of a prize will be announced at the official Notice Board of the Competition.

14.3 Organizers have right to demand the display prized cars on prize giving ceremony.

XV A C C O M M O D A T I O N

15.1 The Organisers provide accomodiation for enterd crews
(for 4 persona)
in Haapsalu Hotel ***,
in Promendaadi Hotel and
in Roosta Holiday Village
at rally centre with within the period 28 June - 01 July 2000.

15.2 Applicants must present hotel reservation sheet on official rally Entry Form before June 16 2000,

phone + 372 47 95440.

In accomodiation present after June 16 2000 Orgnizers dont guarantee hotel places. Every team must pay for their accommodiation directly to their hotel.

XVI M E D I A S E R V I C I N G

16.1 Accreditation Forms should be presented to the Organisers
before June 29, 2000 duly filled and signed.

16.2 Press centre opens on Thursday, June 29 2000 at 12.00 in Haapsalu Hotel.
